GUESSING GAME!

Would a few of you be so kind as to tell me what this item is I purchased for my husband many months ago for CHRISTMAS?I do re-call the sales associate said she believed it came from ENGLAND.If it held salt the silver/metal would be eaten away.Sugar or tea is our guess and see the nifty shovel that sits on its backside!Kinda, big for tea isn’t it?What do you English viewers think?Just tell me what it is so I can find the right spot to show it off and put something inside its beautiful box!Many thanks to all that give it a shot!Plus, it has a handle to be carried around!I’m so curious as to what you think!
